Workforce (manpower) planning means deciding in advance how many people you'll need, with which skills, and when. October–November is the ideal window: festive sales numbers are in, appraisals are approaching and next year's budgets are being drafted. Plan your 2027 hiring now and you can start recruiting in January instead of scrambling in April, when candidates move after increments. Here's a six-step framework drawn from GRPL India's work with employers.
Why SMEs can't afford to wing it
Big companies have workforce planning teams; most smaller businesses hire only after a resignation or a new order. That reactive habit leaves roles vacant, overloads staff and produces rushed hires who leave early. Even a basic plan lets you:
- Budget salaries and recruitment costs ahead of time
- Start early on hard-to-fill roles
- Choose between permanent, fixed-term or outsourced staffing
- Grow trainees into future supervisors
- Avoid over-hiring for short peaks
Step 1: Audit your current team
List every employee with role, department, location, joining date, salary band, key skills and any risk – planned resignation, retirement or performance concerns. Add open vacancies and flag critical roles whose vacancy would directly hurt sales, production or service. (Standard HR planning templates follow the same order: business context → workforce snapshot → demand → gaps → actions → costs.)
Step 2: Forecast demand from business goals
Ask each department head:
- What revenue, production or service volume do we expect next year?
- Any new branch, product line or district?
- Which processes will be automated or simplified?
- When are the seasonal peaks – festive season, admissions, year-end?
Translate answers into roles. If one field executive covers a set number of retailers, your retailer-growth target tells you how many more executives you need.
Step 3: Classify the gaps
- Number gaps – you need more people in a role.
- Skill gaps – enough people, missing skills (GST, CRM, spoken English). Often fixed by training.
- Succession gaps – nobody ready to step up if a supervisor or manager leaves. Act early; internal promotion takes months of preparation.
Step 4: Pick the right way to fill each gap
- Permanent hires for core, long-term roles
- Fixed-term contracts for projects or seasons – under the labour codes in force since 21 November 2025, fixed-term staff get benefits on par with permanent staff and gratuity after one year, so cost this in
- Contract staffing / outsourcing for volume roles such as housekeeping, security, delivery or data entry
- Freshers and trainees for entry roles you can train
- Internal promotion for supervisor roles, with a training plan
Step 5: Build the headcount budget
For each planned role, estimate monthly CTC (including PF, ESI where applicable and allowances) plus a one-time recruitment cost. Spread hires across quarters to protect cash flow, and keep a buffer for replacements.
Check incentives: under the PM Viksit Bharat Rozgar Yojana, EPFO-registered employers can receive up to ₹3,000 per month per eligible additional employee retained six months or more, for jobs created 1 August 2025 – 31 July 2027. Firms under 50 employees must add at least two; larger ones at least five. Confirm conditions with your PF advisor.
Step 6: Convert the plan into a hiring calendar
For each role, fix the required joining month and work backwards to the posting date, interview window and offer date – allowing 30–90 days of notice for experienced hires. Share the calendar with department heads and review it quarterly. Use multiple channels: job portals, the free National Career Service portal, referrals and a recruitment partner for urgent or bulk roles.
