Ritu Kapoor, who runs a fast-growing home-appliances distribution business, was paying four different agencies on a per-hire basis and still missing sales targets because territories sat empty. Each agency worked only on the roles it found easy. When her finance head added up a year of placement fees, unfilled-territory losses and her own interview hours, the total was far higher than she expected. She sat down with GRPL India to compare models. Moving her volume roles to a recruitment process outsourcing (RPO) arrangement, while keeping contingency search for two senior roles, cut her cost per hire and filled territories in half the time.
Three Hiring Models, Three Different Promises
Indian employers today can choose from several recruitment models, but three dominate: contingency recruitment, recruitment process outsourcing (RPO) and contract staffing. Each makes a different promise, carries a different cost structure and suits a different stage of growth. Choosing the wrong one does not just waste money; it slows hiring when the business needs it most.
Contingency recruitment (pay per hire)
The agency is paid only when a candidate it presented joins. Fees in India are typically a percentage of the hire's annual CTC, often with a replacement guarantee if the person leaves within an agreed period. It is simple, low-commitment and widely used.
Best for: occasional vacancies, senior or niche roles, and companies hiring fewer than about 30 to 50 people a year.
Watch out for: agencies prioritising easy roles, multiple agencies sending the same candidates, and limited insight into your employer brand.
Recruitment process outsourcing (RPO)
The partner takes over all or part of your recruitment function. Dedicated recruiters work on your account, use your scorecards, represent your brand and report on a shared dashboard. Pricing is usually a monthly management fee, a fee per hire at a lower rate than contingency, or a blend.
Best for: predictable, continuous hiring; mid-market companies and funded startups hiring 50 to several hundred people a year; and businesses that want data and process discipline without a large internal team.
Watch out for: long lock-in periods, unclear service levels and partners who cannot scale recruiters up or down with your demand.
Contract staffing (payroll staffing)
The staffing company recruits and employs the staff, deploys them at your site and manages payroll, statutory contributions and replacements. You pay salary costs plus a monthly service charge per head.
Best for: fluctuating or seasonal demand, project roles, high-volume frontline work and companies that want to keep fixed headcount low or test before converting to permanent roles.
Watch out for: partners who cut corners on EPFO and ESIC contributions or minimum wages. Always ask for monthly compliance proofs.
GRPL India offers all three models and helps clients choose objectively. For RPO clients we place dedicated recruiters on your account, often working from our Lucknow delivery centre with on-site visits as needed, using your employer brand, your scorecards and a shared dashboard. For contingency mandates we run focused search with a replacement guarantee. Many clients run a hybrid: RPO for predictable volume, contingency for niche or senior roles.
Side-by-Side Comparison
- Commitment: contingency is lowest; RPO is a programme over months; contract staffing runs for as long as staff are deployed.
- Cost predictability: RPO and contract staffing are most predictable; contingency costs rise sharply with volume.
- Speed at volume: RPO and contract staffing win because recruiters are dedicated to your roles.
- Control and brand: RPO gives the most consistent candidate experience under your brand.
- Compliance burden on you: lowest with contract staffing, since the staffing company is the employer of record.
- Data and insight: RPO provides the richest funnel data for leadership and investors.
Which Model Fits Your Stage?
SMEs
Most small and medium businesses start with contingency hiring for office roles and add contract staffing for frontline or seasonal work. Once hiring becomes monthly rather than occasional, a light RPO or retained arrangement with a local partner usually becomes cheaper and faster.
Mid-market companies
Companies with several hundred employees and steady attrition benefit most from RPO for core volume roles, contract staffing for flexible capacity and contingency for leadership searches. The key is one partner coordinating all three so data is not scattered.
Funded startups
After a funding round, hiring targets are aggressive and time-bound. A scalable RPO programme that can add recruiters quickly, combined with compliant contract staffing for operations roles, helps founders hit milestones without building a large HR team that may be oversized later.
One Group, Five Specialist Hiring Desks
GRPL India is part of Galaxy Resource Pvt Ltd, and whichever model you choose, we do not work alone. Optistaff Solutions Private Limited runs contract staffing, payroll and compliance-heavy deployments; Bharti HR handles high-volume, walk-in and direct-joining hiring from Lucknow; Zeevika Consultancy supports specialist and consultancy-led searches; and Naukri Hunter widens the candidate funnel through its job-seeker community. Openings are also published on JobGetway, the group's job portal, so a single brief from you reaches several talent pools on day one.
How to Calculate Your Real Cost per Hire
Agency invoices are only part of the picture. Add internal recruiter salaries, job portal subscriptions, assessment tools, manager interview time, the cost of vacancies while roles stay open and the cost of re-hiring early leavers. Divide by the number of hires who stayed at least 90 days. This cost per productive hire, measured in INR, is the fairest way to compare models.
Signs It Is Time to Change Your Hiring Model
- You are paying placement fees every month and the annual total exceeds what a dedicated recruiter programme would cost.
- Different agencies are sending the same candidates, and your managers are confused about who owns which profile.
- Frontline roles stay open for weeks because no agency wants to work on them.
- Your finance or audit team has raised questions about contractors' PF and ESIC compliance.
- Leadership or investors are asking for hiring data you cannot produce quickly.
If two or more of these sound familiar, a model review will usually pay for itself within a quarter.
Questions to Ask Any Recruitment Partner
- What service levels do you commit to for shortlist time, joining ratio and replacement?
- How many recruiters will work on our account, and can you scale them up or down?
- How do you advertise our roles? Will listings appear on the government National Career Service (NCS) portal, JobGetway, LinkedIn Jobs and Indeed India with accurate INR salaries?
- For contract staff, will you share monthly PF and ESIC challans and wage registers?
- Do candidates ever pay you any fee? (The right answer is no.)
- What exit terms apply if we change models later?
Employers can review applicable labour codes and contract labour provisions on the Ministry of Labour & Employment website before finalising any staffing agreement.
Our group structure also lets us add contract staffing to any RPO programme, so a client can absorb seasonal demand through compliant payroll without changing partners.
Frequently Asked Questions
Is RPO only for large companies?
No. Scaled-down RPO programmes with one or two dedicated recruiters work well for companies hiring as few as 5 to 10 people a month.
Can we combine models?
Yes, and most growing companies should. A hybrid model with RPO for volume, contingency for niche roles and contract staffing for flexible capacity gives the best balance of cost, speed and control.
How long does it take to switch from contingency to RPO?
A typical transition takes two to four weeks: agreeing role scorecards and service levels, setting up reporting and onboarding recruiters to your business.
