India has more than 2.6 crore persons with disabilities according to the last Census, and a large share are of working age, educated and actively looking for jobs. Yet many employers still see disability hiring as a CSR project rather than a talent strategy. Companies that build accessible recruitment find loyal, high-performing employees and stronger employer brands. This guide from GRPL India explains how to start.
Know the Legal Framework
The Rights of Persons with Disabilities Act, 2016 (RPwD Act) recognises 21 types of disabilities and requires all establishments to ensure non-discrimination and provide reasonable accommodation. Government establishments must reserve posts, and private employers are encouraged through incentives to reach at least 5 percent PwD representation. Private establishments are also expected to publish an equal opportunity policy. Guidance, schemes and notifications are available from the Department of Empowerment of Persons with Disabilities, and candidates can hold a Unique Disability ID through the UDID (Swavlamban card) portal.
Step 1: Identify Suitable Roles with an Open Mind
Most roles can be done by people with some form of disability once barriers are removed. Review each job for its essential functions rather than habits. For example:
- Customer support, data processing, accounts and software roles suit many candidates with locomotor disabilities.
- Back office, design, warehouse sorting and quality inspection roles are well suited to candidates with hearing impairments.
- Screen-reader users succeed in voice support, content, testing and many IT roles.
- Structured, routine roles can suit some candidates with intellectual or developmental disabilities, with job coaching.
Step 2: Write Accessible Job Ads
- State clearly that you welcome applications from persons with disabilities.
- List essential requirements only, and remove unnecessary physical criteria.
- Publish ads in accessible formats that work with screen readers.
- Offer more than one way to apply: email, phone, WhatsApp or walk-in.
- Share openings on the National Career Service (NCS) portal, which has dedicated features for differently-abled jobseekers, and on LinkedIn Jobs and JobGetway.
Step 3: Make Interviews Fair
- Ask every candidate in advance whether they need any adjustment for the interview.
- Choose an accessible venue or offer a video interview with captions.
- Arrange a sign language interpreter when needed.
- Allow extra time for written or online tests.
- Train interviewers to focus on skills and avoid personal questions about the disability.
Step 4: Provide Reasonable Accommodation
Most accommodations are low cost. Examples include ramps and accessible washrooms, screen-reader software, height-adjustable desks, flexible start times, work-from-home options, visual alarms, and clear written instructions. Ask the employee what works best for them; they are the expert on their own needs.
Step 5: Onboard and Retain
- Give a buddy and a clear 30-60-90 day plan.
- Run short disability-awareness sessions for the team and managers.
- Appoint a grievance redressal officer as the RPwD Act expects.
- Track growth: PwD employees deserve the same promotions and training as everyone else.
Align with Global Fair Recruitment Standards
Inclusive hiring is part of fair recruitment. The ILO Fair Recruitment Initiative and the Global Business and Disability Network encourage employers to remove bias at every stage, from job design to exit. Also follow the general labour obligations listed by the Ministry of Labour & Employment, including statutory benefits through EPFO and ESIC.
Measuring Progress
- Share of PwD candidates in applications, interviews and offers.
- PwD representation as a percentage of workforce.
- Retention and promotion rates compared with all employees.
- Accommodation requests handled and average time to resolve.
