How to Choose an International Recruitment Partner in India: A 12-Point Due-Diligence Checklist

Selecting a recruitment partner in India? Use this 12-point due-diligence checklist covering ethics, zero candidate fees, compliance, data privacy and KPIs.

How to Choose an International Recruitment Partner in India: A 12-Point Due-Diligence Checklist

Choosing who recruits for you in India is one of the most important decisions an international employer makes. GRPL India shares the due-diligence questions we encourage every global client to ask – including of us.

Why Partner Choice Decides Hiring Outcomes

For international employers, the recruitment partner in India is effectively your hiring team on the ground. A good one protects your brand, delivers quality candidates and follows ethical practice; a poor one creates drop-outs, compliance risk and reputational damage. The ILO Fair Recruitment Initiative and the ILO guidance on labour migration both stress that responsible employers must also check the conduct of the agencies they use.

12 Questions to Ask Before You Sign

  1. Is the firm a registered company, and how long has it operated?
  2. Which sectors, roles and cities does it recruit for most often?
  3. Can it share references from current employer clients?
  4. How does it source candidates – databases, job boards, referrals, campus, walk-ins?
  5. What is the screening process before a CV reaches you?
  6. Does it charge candidates any fee? (The answer should be no.)
  7. Which background checks does it run, and with what consent process?
  8. How does it handle candidate data and confidentiality?
  9. What are typical time-to-shortlist and time-to-fill for your roles?
  10. What replacement guarantee does it offer if a hire leaves early?
  11. Who is your single point of contact, and what reporting will you get?
  12. For overseas deployment, does it understand emigration rules and licensing?

Red Flags to Watch For

  • Promises of unrealistic numbers of candidates overnight.
  • Any fee taken from job seekers for interviews or placement.
  • Reluctance to share a written agreement or references.
  • CVs sent without screening notes or candidate consent.
  • Vague answers about compliance for overseas recruitment.

Compliance Points for Cross-Border Recruitment

When Indian workers are recruited for jobs abroad in notified countries and categories, emigration clearance and registered recruiting agents are required under Indian law; the eMigrate portal (MEA) is the official system. For hiring inside India, partners must respect the four Labour Codes published by the Ministry of Labour & Employment and the Digital Personal Data Protection Rules, 2025 (MeitY) for candidate data.

Measuring Partner Performance

  • Shortlist-to-interview and interview-to-offer ratios
  • Offer acceptance and joining ratios
  • 90-day and 12-month retention of placed hires
  • Hiring manager satisfaction scores
  • Diversity of the shortlist

Benchmarks from LinkedIn Economic Graph, World Bank Jobs & Development and OECD employment data help put your numbers in context, while active job markets on National Career Service (NCS), Indeed for Employers and JobGetway show live candidate demand.
